For appointment to the post of Waterworks
Engineer I recommend Mr. W. Woodward, whose appointment as
Executive Engineer in charge of construction with effect
from 1st January, 1939, was recommended in my despatch of
20th October, 1938, already referred to. Mr. Woodward
is not the senior Executive Engineer, but he is the only!
officer of that grade with the experience necessary to
take charge of the Waterworks. It is not intended that
his promotion as Waterworks Engineer should give him
seniority over the other Executive Engineers in
consideration for any higher appointments.

In Mr. Woodward's place as Executive Engineer
in charge of construction I should propose to appoint
17228 Mr. C.W.E. Bishop, who is at present acting in that post.
He is actually the senior Engineer in the general establishment
as well as the senior Engineer in the Waterworks and is well
suited by experience and qualification for the post.
